BMC fuck

We think it's worthwhile to reverse the BMC for the following reasons:

1. Fine-grained adjustment of GPU power consumption (super TDP)
2. Can be 1 machine 4 cards. (Tsinghua last year on 2 cards)
3. PCIe device hot-swapping
